Hiya! Welcome to the ranks of the 50+ women who find it impossible to lose on low carb, even with exercise. You might want to look into thyroid issues, they're very common in middle-aged women.
What I'm doing, and it is working for me now, is the hcg diet. There's a hcg challenge thread in the challenge area, if you want to get an idea about it. It is a pretty drastic diet but you alternate between it and regular low carb dieting so it's only a few weeks on, then some time off... during which you won't regain if you follow the protocol.
Anyway, I've lost 15 pounds on my first go-round and I've been maintaining now for a month or so.
But check out your thyroid first.
