Hey Sheila, I am a runner and struggle mightily with the same issue. Recently, I feel like I had a breakthrough I thought I'd share. I started doing intermittent fasting, where I eat one meal with lots of variety, including much more carbs than I was eating before, and then fast until the same time the next day. I have about a 2 hour window I like for eating and then I fast for 22 (22/2) but lots of people do 18/6 or 20/4. I find with the extra carbs I can get through my workouts without bonking and I don't have a problem with getting hungry. I stalled on super low carb for many months and doing this finally started things moving (I'm down 12 pounds since I started).
