CVS and amnio (amniocentesis) are procedures used to diagnose such issues as downs syndrom and other defects before birth. Neither is typically performed unless specifically requested by the mother; they could potentially be recommended if there are other risk factors that show up during regular screening (non-diagnostic) tests such as ultrasounds and blood tests. They aren't automatically performed because they each carry a small risk of causing miscarriage.
