It just depends. My gyn is VERY good. He diagnosed me on the spot, ran all sorts of blood tests and confirmed my insulin levels were high, and put me on metformin. He didn't even do an ultrasound because he didn't care if my ovaries have cysts on them or not because that's not a reliable test for PCOS. Sometimes you find good gyns and sometimes you don't.

But I do agree that if your current doc isn't doing everything possible to help you out, go find another. Whether it be a primary care physician, another gyn, or an endocrinologist, it doesn't matter. All that matters is that the doc you do have is willing to take all the steps necessary to help you get your PCOS under control.
