Figuring body fat %

HELP! I went by the formula the book says and I keep getting the result of 63 lbs lbs lean body mass!
This CAN'T be right!
Where the book says to measure my waist is coming out the same measure as me hips, but I have a obvious waist. I KNOW I can't have only 63 lbs because I have an extremely large frame (I've seen xrays) and I have lots of muscle (I leg press 400lbs!)
Anyone have any ideas what I'm doing wrong?
