The usual? range of light skin tones does more easily promote vitamin D synthesis from the sun. However, very pale skin tones, think Irish or Scottish heritage actually have fewer vitamin D receptors than "normal" lighter skinned people so they tend to just burn.
Sparse numbers of vitamin D receptors can be hereditary, genetic, fetal, environmental, or due to aging.
Luckily additional vitamin D receptors will be created when vitamin D is supplemented in sufficient amounts.
