You're doing nothing wrong. It is supposed to to be flat - around 1/2 inch or so - because its main use is in the Tiramisu recipe on the opposite page and the Chocolate Bourbon Bread Pudding on page 300.
You can make a torte-like cake by cutting it into 4 even pieces crosswise, then spreading whipping cream and thinly sliced strawberries between the layers. Frost the outside with whipping cream and let it sit for a few hours in the fridge to soften.
If you want to make a round cake, double the recipe and cut 2 8 inch layers out of each sheet of sponge cake.
You can use it as a jelly roll type cake by turning it out onto a clean tea towel, removing the parcment paper, and rolling it lengthwise in the towel. Let it sit until cold, then unroll it from the towel, spread with a filling, then roll it up again. Lemon Curd, page 284 makes a good filling, and you can frost it with whipped cream.
