Default milk substitute

I know I have seen it soomewhere, but I can't remember where. How much water do you add to heavy cream or half and half to make it like milk? I have a recipe I wan't to try for tapioca pudding and I need 2 3/4 C of milk. Thanks for your help!!!

I like 1/3 cup cream to 2/3 cup water, but you can play around and find something you like.
