The IR diet if done "by the book" definitely is low carb by current standards. You aren't likely to eat more than 80-100 carbs a day even if you're really chowing down, and compared to a U.S. average of (I think) 250 a day, yes, that's low-carb.
It's also designed to lower refined carbs just by nature of how little of those you can really eat as opposed to more unrefined carbs per "bulk" of food in, say, 1/3 of a Pop Tart v. a whole apple.
Just wanted to point that out. Celiac and food allergies throw a wrench into things but you do NOT have to eat wheat OR eggs on this eating plan. I personally eat wheat only very, very, very occasionally; really, I try to do my days with no wheat whatsoever, and it is absolutely, 100% doable on IR with a lot of options.

How about certain nuts and seeds? Can you eat dairy (milk/cream cheese/cream/butter, I mean...you did say you can eat eggs)? You can eat plenty of LC veggies, of course, and meats and poultry. You can eat cr*p, too. Are you able to eat whey (a milk protein isolate)? Then have I got a wheat-free peanut butter fudge for you. Are you able to eat cocoa powder? How about chocolate-flavored yogurt for breakfast w/a little tiny splash of vanilla extract & some Splenda or Stevia? There are options for you.
