Again....My usual advice is 5,000 IU/day summer to fall and 10,000 IU/day late fall thru spring. But that's for a healthy person. A person with deficiency and especially with evident deficiency symptoms needs more. I believe that first you have to "fill the hole".
You should never lower your vitamin D going into, out of, or during winter.
I don't believe 5,000/day constantly is enough for most people to maintain healthy vitamin D levels unless they make a point of and are able to produce an amount that allows excess vitamin D to be produced and stored during summer.
Even living in San Diego, CA there is less vitamin D making sun available during winter. And the situation becomes even worse if you tend to stay indoors.
Remember, your body builds up and stores vitamin D during the summer to carry you through winter. Low vitamin D=no stores=deficiency.
