Nope, sorry! It looks like the fiber was pre-subtracted for you here, as the food contains 20g of fiber but only 19g of carbs. Subtracting the fiber from the total carbs would give you -1 carbs, and foods can't have negative carbs! So this is an easy call -- the fiber has already been taken out of the total carbs on the label, and these tortillas have 19g NET carbs. These are definitely not LC-legal.

Now, sometimes it's not quite so obvious that the fiber has been pre-subtracted from the counts. In that case, you actually have to do a little math with the calorie count, using the general values for calories per gram of protein, fat, and carbs.

3g protein x 4cal/gram = ~12 cal from protein
3g protein x 9cal/gram = ~27 cal from protein
118 cal - 27 - 12 = 79 cal which must be from carbs
79 cal divided by 4 cal/gram = ~20g net carbs (fiber doesn't have calories)

My understanding is that pre-subtraction of the fiber is pretty common in Canada and the UK, so read labels with care!
