Default Post goal - top level weight loss question

OK, so I've lost all my goal weight doing a paleo/primal/my own thing but I still want to fine tune it all. When I did Atkins, years ago, I came away with the impression that the more meat and fat you eat the more you will lose weight, and I guess that is true up to an extent. I know the key to weight loss is aiming as close for zero carbs that you can get. But when you plateau at that (or you can't get any closer to zero), is the next step to whittle down your total calories (even if it is protein and fat) ?
