Rather than let my fitness tracker suggest my step goal, when I upgraded to the Garmin Vivofit 3 a few months ago I set my daily goal at a fixed 10K steps. I like this better. The old way pushed my goal ever higher. I would get annoyed to see my app report that I didn't make goal after getting in 14K steps. I am happy to get 10K in each day. My new device keeps track of my goal streak. I have made goal for 70 consecutive days. I actually don't mind this nudge. The streak will end someday, but not today.
