Actually, I would argue this point. The body converts both starches and sugars equally into blood glucose. It's just that some people may have trouble fully digesting starches over sugars. So, it may appear that sugar is more readily available to convert to glucose and then stored as fat. But, both convert to glucose and store as fat equally well when digestion is working properly.
I'd have to read some research on this point in order to better understand this statement.
